Harvest, Vehicle Movement & Hot Works Ban
The Harvest, Vehicle Movement & Hot Works Ban, once declared by the Shire, prohibits all harvesting operation, all vehicle movement on a property (with the exception of essential watering of stock in a diesel powered vehicle) and all hot works such as welding, grinding and abrasive tools within the Shire of Kellerberrin and are issued under the Bush Fires Regulations 1954 38A and 38C and where a Total Fire Ban is in effect, Bush Fire Regulations 1954 24C.
When a ban is declared it is sent out via SMS. Please contact the Shire to be added to the group.
The Shire of Kellerberrin implements a Harvest Vehicle Movement & Hot Works Ban on Christmas Day, Boxing Day & New Years Day.
Any of the abovementioned operations already underway when a ban is declared must cease immediately.
A Harvest, Vehicle Movement & Hot Works Ban remains in place until lifted (revoked) by the Shire.
A ban may be declared for the following reasons:
- Unfavourable fire weather conditions
- Depletion of firefighting resources due to existing firefighting commitments
- Public holidays (e.g. Christmas Day, Boxing Day, New Year’s Day and Australia Day)
During a Harvest, Vehicle Movement & Hot Works Ban, the Shire permits:
- Vehicle movement on a road or driveway that provides the safest, most direct access to or a parking facility at any residential, farming or business premises – if the area has been sufficiently cleared of inflammable material to prevent the escape of fire
- Vehicle movement for the purpose of prevention or attendance of an immediate and serious risk to the health or safety of a person or livestock, where all reasonable precautions have been taken to prevent the use or operation from causing a bush fire – this includes, but is not limited to, the presence of sufficient firefighting resources and use of diesel-powered vehicles only
- Vehicle movement involved in direct firefighting operations
- Vehicle movement and works by Western Power or approved contractors undertaking essential service restoration, where all reasonable precautions have been taken to prevent the use or operation from causing a bush fire – this includes, but is not limited to, the presence of sufficient firefighting resources and use of diesel-powered vehicles only
Total Fire Bans
A Total Fire Ban (TFB) is declared on days when fires are most likely to threaten lives and property, This is due to extreme fire weather or when there are already widespread fires, and firefighting resources are stretched.
Occasionally TFB’s may be declared outside of a fire season due to other factors such as higher temperatures and expected strong winds preceding a storm front.
On a Total Fire Ban day, it is illegal to light an open air fire or conduct any activity that could start a fire.
The full list of prohibited activities can be found on the DFES website. Some of these activities are prescribed in the Bush Fire Regulations 1954 meaning they can be carried out during a TFB, providing you comply with the conditions.
The Department of Fire and Emergency Services (DFES) may declare a Total Fire Ban. A Total Fire Ban prohibits the lighting of any fires in the open air and any other activities that may start a fire.
A Total Fire Ban is not the same as a Harvest, Vehicle Movement & Hot Works Ban. For more information on Total Fire Bans, visit the DFES website. DFES advertises Total Fire Bans on their website and via media outlets such as ABC Local Radio.
You could receive a fine of $1,000 by Police, Local Government or DFES for breaching a TFB. Further penalties apply upon conviction. For breaches of a TFB, contact the relevant Local Government or the TFB Hotline. If the behaviour is related to arson, report to the Police.
